Instructions on "Building EPICS base" are in the documentation/README.html 
file in the distribution (and also in the R3-14.0beta2 page on the EPICS 
home page).  Specific settings are described in comments the files to be 
edited.

The README explains that you only need to edit the config/* files if you 
want to use the R3.13 compatibility facilities of the build system for any 
extensions or IOC applications.
