I suspect it's looking for the static libreadline.a file, which is in a
different RPM on Red Hat at least and is present on our systems here, but
evidently not on yours (from your locate output above). If you can
install the .a version you'll fix the problem sooner, but we need to fix
the EPICS build system too as it's obviously *not* trying to use shared
libraries here when it really should be (assuming you haven't changed the
SHARED_LIBRARIES setting in configure/os/CONFIG_SITE.linux-x86.Common)
