A minimal set of CA command line tools will be part of EPICS base -
probably with the next base release.
It's on my to-do list (lower half of upper third).
For now - I don't have any clue. And: which one of the four or five
slightly different versions are you looking for?
Hope this ... no, it doesn't really help.
On the extensions download page, the packages CA Monitor and OAG CA seem
to have things that look at least similar.
