That librarys include at  ~base\lib\Win32\caObj.lib
and you must add caObj.lib to  Make.cfg.

C:\epics\extensions\src\ChannelArchiver\Make.cfg

PROD_LIBS += ca Com
add to
PROD_LIBS += ca caObj Com

and trying make.
