compiler includes many bug-fixes

is a problem with the dbCaLink

registers when throwing an exception.

I have built the new compiler for the ppc604 and confirmed that it fixes
the original problem, which was aborting an EPICS scan.  This was
generating the problem because the sscan record "special" function was
returning -1 to dbCa, causing a C++ exception to be thrown.
