We make use at Bates of the "LOGPORT" feature of the error logger to route
log messages from each IOC to a separate file.  This requires running a
copy of iocLogServer for each IOC, which do not consume much in the way of
resources.

It makes it much easier to monitor for new messages, and if something goes
wrong and an IOC starts spewing errors continuously it doesn't swamp the
logs for the other IOCs.
