Having not written an IOC for Ocean Optics spectrometer, I can't say
much on that specific case, but I have had some experience in working
on OO spec as well as writing an IOC for a THERMO Spec 20
spectrophotometer.
I doubt if you can actually control OO spectrophotometer from USB (I
remember reading some discussion on USB devices on Tech-Talk a while
back), but as far as I know, most OO spectrometers can be connected
via RS232 (although it appears that they won't give you the command
sets for free). Once you have that, I think it should be just a
matter of using Asyn (and possibly StreamDevice along with it).
That's more or less I interfaced THERMO Spec 20 with EPICS.

all-dancing and probably all-untested software) but there are also older
