Some time ago, I intentionally violated a supposed requirement to have
only one top level shell per display in a application. At that time,
anecdotal evidence from various sources seemed to indicate that the
requirement was not actually enforced and things seemed to behave more
uniformly when the requirement was violated. Apparently, this is now a
real requirement and honoring it seems to have a significant effect on
the stability of edm on X components associated with fedora 6 and beyond.
