Actually export is not a problem according to the advice we were given when we
open-sourced EPICS. IIRC we were told something to the effect that the EAR-99
export restrictions (which we used to have to follow) don't apply to software
that is freely available for anyone to download. The APS web-server doesn't
have any rules that prevent access to the /epics/download directory from
restricted countries, and we weren't required to put anything in the license
about export limitations either.
