Why would you let people log into IOCs?
Console access via terminal server is more useful for debugging (as it -
other than login - allows access during the boot sequence), and I would
consider it safer to just disable remote login completely. (Frees memory
on your IOCs, too.)
If you put a console access service (such as conserver [1]) on top of
the serial line/terminal server connection, you are not on vxWorks
anymore, and authenticating against Radius gets a lot easier.
