Base R3.14.12-pre1 ready for testing

The first pre-release of the upcoming 3.14.12 version of Base can now be 
downloaded from the website, see this link for details:
    http://www.aps.anl.gov/epics/base/R3-14/12.php

If you have time to help, please try building and using this release, then 
report any problems you had with it to tech-talk.  The next release will be in 
about 2 weeks time since many of us will be at the Brookhaven meeting next 
week.
