James is recommending the correct option, you need the .NET Platform SDK along with Visual C++ Express Edition to target a 64-bit platform.
>From the MSDN website:
"64-bit tools are not available on Visual C++ Express Edition by default. To enable 64-bit tools on Visual C++ Express Edition, install the .NET Framework SDK in addition to Visual C++ Express Edition. Otherwise, an error occurs when you attempt to configure a project to target a 64-bit platform using Visual C++ Express Edition."
I have built 64-bit EPICS using VS 2010 Premium successfully, however not with VC++ Express + SDK. There should be no issues though.

The Windows Platform SDK 7.1 includes the Visual C++ 2010 command line compiler and is free. I've only tried building 32 bit EPICS with it however.

I would like to build target architecture windows-x64 on Windows 7. I
understand VISUAL C++ 2010 EXPRESS does not support buildnig 64 bit
binaries. So is Visual Studio 2010 Professional the recommended edition?
