EPICS Base R3.14.12.3 now available

The new release of EPICS Base version 3.14.12.3 is now available for download 
from the website, visit http://www.aps.anl.gov/epics/base/R3-14/12.php

Please read the Release Notes for a summary of what has changed.  Most changes 
were to fix bugs including build system issues added new target architectures, 
but some changes might affect existing applications. This release incorporates 
all the Known Problems patches from previous releases, although those of you 
who have previously had problems building the Perl-CA library on MacOS-X might 
have to reuse the same workaround.

Thanks to everyone who has provided patches or helped with the release process 
and with testing the code for this version.
