There is a link to it on the Documentation => CA page. Since that document
dates back to 1997 and covers the 3.13 API I'm not sure I want to make it any
more visible unless/until someone updates it. There have been many subtle
changes to the CA API since then, so at minimum I'd want an expert to go
through and bring it up to date.
