When I searched "libXm.a" file, it seemed to be in /usr/lib folder.
yasemin@yasemin-Veriton-M490G:/opt/epics/extensions/src/medm$ sudo apt-file search libXm.a
lesstif2-dev: /usr/lib/libXm.a
libmotif-dev: /usr/lib/i386-linux-gnu/libXm.a
libmotif-dev: /usr/lib/libXm.a
yasemin@yasemin-Veriton-M490G:/opt/epics/extensions/src/medm$
Is that actually searching for the file on your system, or is it showing you what packages (lesstif2-dev, libmotif-dev contain a file called libXm.a? What do you get if you do:
ls -l /usr/lib/libXm.a

I've been trying to build MEDM. Files are ;
1. baseR3.14.12.3
2.extensionsConfig_20040406
3.extensionsTop_20120904
4.medm3_1_7
I am getting following problem.
Error

make[2]: *** No rule to make target `/usr/lib/libXm.a', needed by `medm'. Stop.
make[2]: Leaving directory `/opt/epics/extensions/src/medm/medm/O.linux-x86'

make[1]: Leaving directory `/opt/epics/extensions/src/medm/medm'
make: *** [medm.install] Error 2

I configure the "CONFIG_SITE.linux-x86.linux-x86" file.
X11_LIB=/usr/lib
X11_INC=/usr/X11
MOTIF_LIB=/usr/lib
MOTIF_INC=/usr/include
I change X11_LIB as /usr/lib because in /usr/lib/X11, there are 5 folders;
1.bindings
2.rstart
3.x11perfcomp
4.xedit
5.xsm
