Subject: Is there suitable "accelerator" logbook for experiments?

We have kind of "experimental" complex which consists of 200+ instruments. Each instrument is used for few experiments (half of day - first experiment, next half of day - second experiment, next day - first experiment, and etc.) 

I looked on accelerator's logbooks. I found that "usual accelerator" logbook : 
- has GUI interface
- can be separated by machine or accelerator  (few logbooks (one logbook per one accelerator) or logbook part per one accelarator)
- stores data (date/time, user information, entree by hand, copy/paste plots, attach files)
- shows data
- searches in data
- is pure web-based. It means no any installation on experimental computers (Windows XP, Windows 7, Linux)  (not all) 
- authentication of user (not all)
- e-mail notification (not all)

As minimum, we need couple additional features which I didn't find in presentations
- data must have User proposal number (it is good to have list of current User proposal numbers on server). (maybe other similar information, for example type of entree: experiment, repairing, calibration)
- data must have file and folder names (and maybe path) which belong to experiment and GUI must have easy way to insert (files and folders are stored in archive)

Any suggestion?
Also it would be useful to get links on experimental hall logbook.
