Moved 'ether_ip' and Matlab Channel Access 'mca' to GitHub

Hi:

The links from the APS EPICS web site for 'ether_ip' and Matlab Channel Access 'mca' pointed to https://sourceforge.net/projects/epics/.
The SourceForge site used to include wiki pages with basic info, a web interface for browsing the Mercurial-based repo for the ether_ip sources, but they're gone.
I gave up trying to locate or resurrect those, and instead imported both projects to GitHub, since that works well for CSS, AreaDetector and many other projects. 

Andrew is updating the links from the APS EPICS web site, so you should still be able the find the stuff as before.
