any hardware can fail, that aside:
3/ The ALH can be turned off by operators. (speakers can simply be
turned off to make the alarm system fail)
the depends on how you 'broadcast' the alarms. We run ours on headless
machines, and they send email (and in at least one case text messages).
So, while the operators my be able to kill the processes, depending
on whether you let them, just turning off speakers wouldn't do anything
here.
