I spent some time recently trying to figure out how to deal with this
with Linux (for my laptop).
The difference between libca and CAJ which I found is that CAJ won't
accept 'localhost' in the address list even when explicitly given.
For Linux I looked at the various virtual NICs including tun/tap and
veth. I found that none of them handle broadcasts.
The only "solution" I found was to force my un-connected ethernet
interface to be active.
