Also, Hytec makes a couple of IndustryPack scaler cards:

They supply code for using these cards with the EPICS scaler record.
I haven't tried this.

Joerger Enterprises stopped responding to requests for purchases a few
years ago.  Alternative scalers exist in the EPICS community.  Here are
