My approach would be to have the second record's SDIS link point to the
SEVR field of the first record and also set its DISV field to 0. If you
give that SDIS link the CP flag the second record will try to process
whenever the alarm severity of the first record changes, but processing
will be disabled when that severity is 0 (NO_ALARM). You don't have to
use that CP trick though, if you want the second record to process every
time the first one does you could forward link from the first to the second.
