Does /etc/apt/sources.list have
deb http://archive.ubuntu.com/ubuntu precise main
line? Also, if 'apt-get update' complains about not being able to fetch
something, that may be the reason why 'apt-get install' fails.
nfs-common and portmap are probably the right package names
(https://packages.ubuntu.com/precise/allpackages)
