Subject: EPICS Mailing Lists Configuration Changes

In order to resolve a problem with some tech-talk messages being marked
as Spam due to dmarc email security policies, I slightly changed the
Mailman configuration of all the APS-run EPICS mailing lists over the
weekend. This had the effect of giving all messages a From: address of
the list itself (the author's name is included too), with a Reply-To:
header pointing to the author's email.

This morning I discovered a more targeted solution to the original issue
 in GNU Mailman which only applies this configuration setting to
messages coming from addresses whose domains request dmarc security, so
I changed the list configuration to use that instead. This now means
that messages from some posters will look slightly different to others,
depending whether the author's email provider has configured dmarc
security or not.
