Could you tell me what I need and how to make windowsIOC?

You first need to build EPICS base. The are instructions for doing that here:
https://epics.anl.gov/base/win32.php

That tells that you need Visual Studio, gnu make, and Perl.

What you need for the IOC application depends on the communication mechanism. That might be calling a vendor library, Modbus communication, or ASCII communication using streamDevice.
