Yes, when you have several networks, you need to configure the address list, for example by listing the broadcast addresses of all relevant subnets.
You best put the same address list settings in the plugin_customization.ini that you use with the CSS GUI and the alarm server, that way you can test the settings in the GUI.

The "org.csstudio.platform.libs.epics/addr_list" was the original name for that preference in the Eclipse-based CSS.
But then DIIRT simplified matters by adding its own setting, and feeling left out, VType.PV did the same.
So best set all 3:
org.csstudio.platform.libs.epics/addr_list=...
org.csstudio.diirt.util.core.preferences/diirt.ca.addr.list=...
org.csstudio.vtype.pv/addr_list=..
