1. The "all: install" in the epics-base/configure/RULES_DIR file triggers the compilation of all source code(added by DIR += dir1), why does this sentence trigger the compilation of all source code?
2. Why does DIRS +=dir1 cause the source code in the dir1 folder to be compiled?
