A high-level workaround would be running a CA Gateway in front of the older IOCs. Might not be appropriate or possible in all situations, though.
In retrospect, dealing the CA version numbers should have been done when opening the TCP data circuit, but obviously that can't be changed retrospectively and without a protocol change.
