The "magic" of getting the name of other PVs in link fields (like INP/OUT) works by interpreting any numerical value as a constant and anything else as a PV name.

For numerical records, a number in DOL is a constant.
For string records, a string in INP --- is a PV name. That's why the initial value must be in VAL.
