I'm not sure this is a good idea until a THOROUGH study has been done on the
code to preclude "message storms". There are several situations now that the
console port is entirely consumed by repeated messages (that aren't really
important). Turning on errToLogMessage would (I suppose) propogate all this 
stuff to the network ????  I can only imagine how we might discover the impact
of this "new feature".
