Implementation allows use of a large number of existing ESONE libraries
for various hardware interfaces, including serial highway, Kinetic 
Systems KBUS, parallel highway, and memory mapped interfaces.

Also, we have added support for 2 IOC's in one VME crate sharing a 
single serial highway (performance boost).
