I just ran R312Beta13 ca_test here against a PV elsewhere on the 
internet without problems. Unfortunately we dont have an hp workstation
here for testing purposes.

Usually EPICS_CA_ADDR_LIST on the OPI will contain the broadcast addr of 
the IOC's subnet. Usually EPICS_CA_ADDR_LIST on the IOC will contain
the broadcast addr of the OPI's subnet (so the OPIs will see the
IOC's beacons). All of this is described in the 3.12 CA ref man on
the EPICS home page.

If the OPI client does not know about the IOC's subnet then the OPI will
never connect.

If the IOC does not know about the OPI's subnet then the OPI client will
not _re_connect.
