I like this idea. For convenience the URL could include the name of an
anchor in the remote site's master document which refers to the specific
product being referenced. If that anchor name changes I think all viewers
will still open the correct document, just putting one at an undefined
location.

This is basically the method I tried to use for the EPICS Software distribution.
For example, for the gnu stuff, the connection is made to the MIT software
listing, not to the software itself. However, I may not be able to use this
method everywhere. Sometimes, a higher level connection may not be available.
