I my opinion devLib is independent of whatever we do about
replacing module_types.h by a much better method for
hardware configuration.
devLib is the way to ensure that two devices are not trying to
use the same resource, such as VME addess space.
Note however that, for devLib to mwork properly,
ALL device/driver support must register usage via devLib.
Today only a few devices/drivers make devLib calls.
