I should have stated that this sequencer code has _ONLY_ been used under
R3.12 (R3.12.0Beta13 actually). I will need to test it under R3.13 before
including it in the ANL CVS repository.

My hope (gut feeling) is that no R3.13 changes will be necessary (apart
from Makefiles). The sequencer is just a CA client.
