DBF_ types are the types for fields of IOC database records.
DBR_ types are database request types.

Chapter 11 "Runtime database Access" of the Application Developer's
Guide
discusses the details. Look at the beta11 version of the manual.

Note also that there are two versions of DBR_ types, called old and
new database access. The old version, which is used by Channel Access,
is only described in the header file base/include/db_access.h.
New database access is described in The App Dev Guide and in
base/include/dbAccess.h
