File scoped (static) variables _are_ part of the UserVar structure when
using the "+r" option, so each invocation of the sequence has its own
copy of such variables.

No. Sorry. I haven't done the makeBaseApp stuff, but I can supply the
latest SNL as a standalone tar file that can pretty easily be built
in the base or an application environment.
