Dale,

Certain versions of the early Winsock II libraries under windows 95 had bugs that
resulted in symptoms of this nature, but to the best of my knowledge these versions 
are never installed into windows NT. NT supplies a version of the winsock II
DLL that includes the bug fix for this problem, and layered products installation should 
not replace this DLL with an earlier version.

Symptoms like this might also occur if you have a poorly terminated Ethernet, or
some other network hardware problem.

I do not see a problem of this nature here. However, I am not using SCA and the version
of the CA DLL's from Chris's web site may be based on a slightly different version
of EPICS than we are using here.
