Hello,

KEK Japan generously provided us with the timestampRecord which
simply converts its own EPICS timestamp to a string using a choice 
of formats.  SLAC modified this record to account for daylight
savings time and to add more choices.  The DST modification
required a modification to tsSubr.c/tsDefs.h to externalize
tsStampToLocal.  If allowed, we'll get the tsSubr change into
base at the next opportunity.
