That is defined in drvSerial.h as "S_drvSerial_linkDown" ("serial link is
down" in the comment). My first step would be to confirm that the cabling
is correct in your setup.

I am currently developing an application using an RS-232 interface
utilizing drvSerial, drvAscii and tyGSOctal (drvIpac). I am not having any
difficulties with the software or the epics interface at this point (the
interface embedded in the device I need to control is, however, another
matter . . .).
