IVOA depends on the current alarm severity being INVALID_ALARM. Trying to
set val outside of DRVL/DRVH does not generate INVALID_ALARM. Doing so
would be a significant behavior change in itself.
In addition, what would clear this alarm ? The record is not really in an
INVALID state, is it ?
