It looks like the BLT project has moved to sourceforge.  They don't have a 
home page at the new location, but the project pages include a download 
link where you can get it from:

http://sourceforge.net/projects/blt/

I've updated the Host Software : Tcl/Tk page to the above link, thanks for 
letting me know.
