The old timestamp routines were unbundled from R3.14, and can now be found 
for R3.14 in the extensions library tsLib, available here:
	http://www.aps.anl.gov/epics/extensions/ts/index.php
Any IOC code using these unbundled routines should be converted to use the 
facilities provided in epicsTime.h, which are documented in the 
Application Developers Guide.
