This problem was probably not identified in the past because, with older
versions of vxWorks, the network buffer pool was expanded when insufficient
to keep up with load. With newer versions of vxWorks the network buffer
pools size is determined when the vxWorks kernel is compiled, and does not
change at runtime.

I have the problem on a vxWorks 5.5 (Tornado 2.2) ioc as well as on a
vxWorks 5.3.1 (Tornado 1.0.1). I have changed the network parameters of
the 5.5 kernel according to the table in
http://www-csr.bessy.de/epics/base/tornado.php (heavy).
