No.  R4.x is currently a large cloud of nebulous concepts in the minds 
of the core development team, which we're trying to condense into 
something that hangs together and has a chance of meeting the various 
requirements that are being fed into it.

The CVS main trunk is most definitely not even a preview of R4.x, large 
parts of which will involve rewriting from the ground up.
