Actually, the proper channel access data type. The details are in the R3.14 CA reference manual.

All records report back the time when they processed, or more accurately the time when they called recGblGetTimeStamp, which is typically done just before posting monitor.  You just need to use the proper channel access functions to retrieve that information.
