For historical and security reasons we don't have a read-only CVS 
repository available, and read-write access is even more problematic for 
us.  I'm hoping to switch and be able to provide access to a subversion 
repository at some point in the future, but that's part of a larger 
project which needs approval and a separate server machine (don't hold 
your breath).  For now your best bet is to make use of one of the 
nightly CVS snapshots that are available - there should be no need to 
keep downloading it though since EPICS Base isn't change very quickly at 
the moment, and I don't forsee any difficulty in merging your changes 
back into the official release if you're working from that version, 
especially since you're probably only going to be adding new files.

I would not recommend using the Trunk - there are changes in there that 
will not see the light of day for quite a long time, and we don't 
guarantee that it will build.  When you post your patches, we will 
incorporate them into both the R3.14 branch and the main trunk.
