It has been possible to change soft links (i.e DB or CA links) at runtime for several years - just modify the INP/OUT/INPA etc. field using your preferred mechanism (via CA, using a dbpf command from the console, or even by doing a put from a stringout record). Since R3.14.8 it has also been possible to change hardware addresses at runtime, but only if the device support you are using has special code to handle this. There are no real-world device support layers that I'm aware of which can do this yet, but the code is available in base to allow you to if you need it.
