I notice the output format for date() for R3.14 is difference from R3.13. In detail
tsStampToText() is replaced by epicsTimeToStrftime(). Is there any functionality
somewhere to return the name of the month ("Mar" rather than "03").

At least some versions of strftime support these:
%A is replaced by national representation of the full weekday name.

%a is replaced by national representation of the abbreviated weekday
name.

%B is replaced by national representation of the full month name.

%b is replaced by national representation of the abbreviated month
name.
.. and epicsTimeToStrftime just calls the underlying strftime
after removing the format character for the nanoseconds (if used).

Not sure if that's available on vxWorks, RTEMS, ....

It's available on RTEMS.
