Hi Ron, I've changed the ASL attributes in the motor record's DBD file here
at SLAC to meet our immediate needs for the LCLS.  This seems like a
reasonable set of fields to be at security level 0.

I've included the file so you can review it, and possibly use it to make up
the official version.
