labCA 3.0.beta released

Two new versions of labCA (CA interface for matlab and scilab)
have been released:

version 3.0.beta comes with new features [most notably: labCA
                no longer pends in multiples of the labCA timeout
                value for CA activity but returns as soon as the
                underlying CA requests complete].
version 2.1      is a bugfix release
